Burning without borders: Cooperatively managing wildfire risk in Northern Colorado

Because wildfires don’t stop at ownership boundaries, managers from governmental and nongovernmental organizations in Northern Colorado are taking steps to pro-actively “co-manage” wildfire risk through the Northern Colorado Fireshed Collaborative (NCFC). For this research project, co-management refers to the collective actions taken by organizations to share the resources, costs, and burdens associated with managing fire risk across a large landscape. We examine factors that facilitated and limited wildfire risk co-management in a case study of the NCFC.

Wildfires in the Pacific Northwest (Washington, Oregon, Idaho, and western Montana, USA) have been immense in recent years, capturing the attention of resource managers, fire scientists, and the general public. This paper synthesizes understanding of the potential effects of changing climate and fire regimes on Pacific Northwest forests, including effects on disturbance and stress interactions, forest structure and composition, and post-fire ecological processes. Prescribed burning is an effective method to reduce hazardous fuels and restore ecological conditions across a variety of ecosystems. Twenty-one states have laws or policies that direct state agencies to oversee formal training programs to certify individuals in safe burning techniques.
