There are areas of the United States that have no formalized fire protection. These lands are colloquially referred to as “no-man’s land” but are recognized by many land management agencies as unprotected lands. Unprotected lands are generally rural landscapes and exist in areas that are sparsely populated and lack formalized fire protection.

Wildland fires (WLF) have become more frequent, larger, and severe with greater impacts to society and ecosys- tems and dramatic increases in firefighting costs. Forests throughout the range of ponderosa pine in Oregon and Washington are jeopardized by the interaction of anomalously dense forest structure, a warming and dry- ing climate, and an expanding human population.

Previous studies have debated the flammability of young regenerating stands, especially those in a matrix of mature forest, and no consensus has emerged as to whether young stands are inherently prone to highseverity wildfire.

In August 2007, the Milepost 17 and Wautoma fires burned a combined total of 77,349 acres (31,302 hectares) of the Fitzner-Eberhardt Arid Land Ecology Reserve (ALE), part of the Hanford Reach National Monument administered by the U.S. Fish and Wildlife Service (USFWS) Mid-Columbia National Wildlife Refuge.
