Insights and suggestions for certified prescribed burn manager programs

Prescribed burning is an effective method to reduce hazardous fuels and restore ecological conditions across a variety of ecosystems. Twenty-one states have laws or policies that direct state agencies to oversee formal training programs to certify individuals in safe burning techniques. Fifteen of these states have active certified prescribed burn manager programs (CPBM).

The Columbia Basin Natural Wildlife Refuge (CNWR) had been periodically grazed until the Refuge was established in 1944. Cheatgrass became a prominent plant in the area. In 1986 a fire occurred near the study area. The area was reseeded with Elymus wawawaiensis (Snake River Wheatgrass, Secar cultivar). This grass has established reducing cheatgrass cover to very low levels.

In parts of central Oregon, coarse-textured pumice substrates limit forest composition to low-density lodgepole pine (Pinus contorta Douglas ex Loudon var. latifolia Engelm. ex S. Watson) with scattered ponderosa pine (Pinus ponderosa Lawson & C. Lawson) and a shrub understory dominated by antelope bitterbrush (Purshia tridentata (Pursh) DC.).

On steep slopes between 30-45 degrees, loose soil is stored behind plant “dams.” After a fire, > 75% of stored sediment is rapidly released to the channel system by dry ravel (the rolling, bouncing, and sliding of individual particles). The postfire hazard from stored sediment can be calculated at the catchment scale if the size and distribution of vegetation cover are known.
